海洋文化教育:概念、体系与战略推进

摘要:海洋文化教育是新时代推进国民海洋认知、开展海洋教育实践的重要内容。海洋文化教育以人为中心,是人类在认识、利用和适应海洋的长期实践与互动过程中所创造、积淀并传承下来的物质成果、精神观念、制度规范及行为方式的教育活动总和。海洋文化教育从实物、思想、制度、活动视域,分为海洋实物文化教育、海洋思想文化教育、海洋制度文化教育、海洋活动文化教育四大体系及十九个分支领域,具体包括海洋自然实物教育、海洋物件实物教育、海洋遗址实物教育、海洋创意实物教育;海洋精神教育、海洋历史教育、海洋文学教育、海洋科学教育、海洋艺术教育;航海制度教育、海洋贸易制度教育、海洋科学制度教育、海洋军事制度教育、海洋教育制度教育;海洋节庆教育、海洋旅游教育、海洋生产教育、海洋运动教育、海洋生活教育等19项内容,具有丰富的文化内涵与深远的战略价值。在海洋文化教育的战略推进方面,加强国家层面顶层设计,制订海洋文化教育的行业标准,加强课程、教材建设,具体实践中,学校教育是主战场,社会教育是着力点,家庭教育是增长点。

Title: Marine Culture Education: Concept, System, and Strategic Advancement

Abstract: Marine culture education is a key component of enhancing national marine awareness and implementing marine education practices in the new era. Centered on humans, it encompasses all educational activities related to the material achievements, spiritual concepts, institutional norms, and behavioral patterns created, accumulated, and inherited by humans in the long-term practice of and interaction with the ocean—including understanding, utilizing, and adapting to it. From the perspectives of tangible objects, ideology, institutions, and activities, marine culture education is divided into four major systems and 19 sub-fields: Marine tangible culture education: Including education on marine natural objects, marine artifacts, marine heritage sites, and marine creative objects; Marine ideological culture education: Including education on marine spirit, marine history, marine literature, marine science, and marine art; Marine institutional culture education: Including education on navigation systems, marine trade systems, marine science systems, marine military systems, and marine education systems; Marine activity culture education: Including education on marine festivals, marine tourism, marine production, marine sports, and marine life. These contents boast rich cultural connotations and far-reaching strategic value. For the strategic advancement of marine culture education, it is necessary to strengthen top-level design at the national level, formulate industry standards for marine culture education, and enhance the development of curricula and teaching materials. In specific practice, school education serves as the main battlefield, social education as the key focus, and family education as the growth point.
