以“海洋素养”为核心的海洋特色法治人才培养路径研究

摘要:当前,我国致力于建设“海洋强国”,推进“21世纪海上丝绸之路”建设,同时加快构建社会主义法治国家,对具有海洋特色的高素质法治人才提出迫切需求。在此背景下,加强海洋特色法治人才培养,不仅关乎专业能力的提升,更肩负着价值引领的重要使命。海洋法学学科教育融入思政教育,帮助学生树立正确的价值观,坚定政治立场,弘扬爱国主义家国情怀,实现海洋法学知识传授、价值塑造和能力培养的多元统一,培育学生成为一名以“海洋素养”为核心的海洋特色法治人才。本文通过阐述海洋特色法治人才培养的意义、应然向度、可能会面临的困难,提出相应的实践路径。

Title: Research on the Cultivation Path of Maritime-Featured Legal Talents with “Maritime Literacy” as the Core

Abstract: Currently, China is committed to building itself into a “maritime power”, advancing the construction of the “21st Century Maritime Silk Road”, and accelerating the development of a socialist country under the rule of law. This has created an urgent demand for high-quality legal talents with maritime expertise. Against this backdrop, strengthening the cultivation of such talents is not only about enhancing their professional capabilities but also undertakes the important mission of value guidance.  Integrating ideological and political education into maritime law discipline education helps students establish correct values, consolidate their political stance, and promote the patriotic feelings of devotion to the country. This integration achieves the multi-dimensional unity of maritime law knowledge impartment, value shaping, and competence development, nurturing  students into maritime-featured legal talents with "maritime literacy" as the core. By expounding on the significance, the ideal orientation, and the potential difficulties in cultivating maritime-featured legal talents, this paper puts forward corresponding practical approaches.
