Title: School-Community-Harbor Trilateral Collaboration: Exploring Practical Education Pathways in Marine Culture for Primary Schools

Abstract: Against the backdrop of the maritime power strategy, this study aims to explore a new model of practical education in marine culture at the primary school level by leveraging local resources. Shenjiamen First Primary School in Zhoushan has drawn on the century-old fishing port culture to establish a practical education model featuring trilateral collaboration among the school, community, and harbor. Guided by the four principles of regionality, systematicness, progression, and collaboration, this model integrates the functions of three key settings: the school, community streets, and the fishing harbor and develops six implementation pathways. It employs an evaluation mechanism that combines process, outcome, and comprehensive assessments to deeply integrate the five educative dimensions with marine culture education. This approach offers a referential model for primary and secondary schools in coastal areas to carry out marine education, though there remains room for optimization in pathway coordination and evaluation mechanisms.
