全民提升海洋素养:
联合国海洋教育治理的目标与举措

摘 要
全民海洋素养是联合国现阶段海洋教育的全球战略目标,教科文组织是联合国海洋教育推进的最主要机构。联合国海洋教育实践经历了一个历史演变过程,促进海洋教育合作、提高民众与海洋互动、培养海洋素养是当前联合国海洋教育追求的目标。从全民教育发展到人人享有海洋素养,联合国的教育战略面向专题领域更精细处发展。联合国海洋教育治理的组织体系具有明确、构建合作共同体,调动学校与组织积极性,建立资源共享库和搭建海洋教育的国际平台等特征。战略目标的推行面临着时代大形势、教育新需求、社会活动新主题和科技大进步的时代机遇,同时也面临着学校教育主阵地作用力不足、知识体系标准亟待完善、实践活动方式有待加强等现实问题。

Enhancing Ocean Literacy for All: Goals and Initiatives of the United Nations’ Ocean Education Governance

Abstract: Marine literacy for all is the global strategic goal of marine education at the current stage of the United Nations, and UNESCO is the main institution promoting marine education at the United Nations. The practice of marine education at the United Nations has undergone a historical evolution process. Promoting marine education cooperation, improving the interaction between the public and the ocean, and cultivating marine literacy are the current goals pursued by the United Nations marine education. From the development of universal education to marine literacy for all, the United Nations’ education strategy is oriented to more refined development in thematic areas. The organizational system of the United Nations marine education governance is clear, building a cooperative community, mobilizing the enthusiasm of schools and organizations, establishing a resource sharing library, and building an international platform for marine education. The implementation of strategic goals has the opportunities of the times, new educational needs, new themes of social activities, and scientific and technological progress. At the same time, it also faces practical problems such as insufficient influence of the main battlefield of school education, the need to improve the knowledge system standards, and the need to strengthen the methods of practical activities.
