海洋强国视域下构建全民海洋教育体系研究

摘要:21世纪是海洋世纪。百年未有之大变局下,推进海洋强国建设与构建海洋命运共同体,既是国家战略,也是时代使命。本文探析了全民海洋教育体系构建的时代背景,厘清了全民海洋教育的概念及其内涵,阐述了海洋教育的学科属性与教育教学策略。新时期构建全民海洋教育体系面临的主要挑战,包括传统观念束缚、教育政策分散、教育体系零散、师资力量薄弱、区域发展失衡等,在国家层面做好顶层设计,从时间、空间和形式三个维度构建面向可持续发展的全民海洋教育体系,切实提升国民海洋意识,增强国民海洋素养,提高国家海洋综合实力和海洋文化软实力,服务于国家海洋强国战略大局,以期为我国走出一条不同于海洋霸权国家的新型海洋教育之路提供镜鉴。

Title: Research on the Construction of a National Marine Education System from the Perspective of a Maritime Power

Abstract: The 21st century is the century of the ocean. Under the backdrop of the great changes unseen in a century, promoting the construction of a maritime power and building a community with a shared future for the ocean is both a national strategy and an era mission. The article explores the contemporary background for the establishment of a national marine education system, clarifies the concept and connotation of national marine education, and elaborates on the disciplinary attributes of marine education and its teaching strategies. The main challenges in building a national marine education system in the new era include the constraints of traditional concepts, scattered education policies, fragmented education systems, weak teaching staff, and unbalanced regional development. At the national level, it is necessary to make top-level designs, and build a national marine education system oriented towards sustainable development from the three dimensions of time, space and form, to effectively enhance the marine awareness of the people, improve the marine literacy of the people, and enhance the country's comprehensive marine strength and marine cultural soft power, serving the national strategy of building a maritime power. To provide a mirror and a reference for China to forge a new path of marine education that is different from that of maritime hegemonic countries.
