摘要: 在《中华人民共和国学位法》(以下简称《学位法》)实施与智慧海洋建设的双重驱动下,面向智慧海洋的法律硕士人才培养模式创新成为紧迫课题。《学位法》明确了专业学位教育的实践导向与产教融合要求,而智慧海洋发展催生的新型法律需求,对人才的复合能力提出更高标准。当前法律硕士培养存在课程体系滞后、实践教学脱节、师资结构单一问题导致人才供给与产业需求失衡。为此,提出全新的“以需求为导向,复合能力为核心,产教融合为路径”的“双轨道”培养模式。以需求为导向重塑服务国家战略的培养定位与知识体系;借助人工智能技术为法律硕士复合能力培养提供现代化工具;以产教融合为角度优化导师队伍,最终实现法律硕士培养的系统性革新,为实施海洋强国战略提供高素质法治人才支撑。

Title: Research on the Innovation of Juris Master Talent Training Model for Smart Ocean ——Based on the Background of the Degree Law
Abstract: Driven by the implementation of the Degree Law and the development of smart ocean initiatives, the innovation of the talent cultivation model for master’s degree programs oriented toward smart oceans has become an urgent issue. The Degree Law clarifies the practice-oriented nature of professional degree education and the requirements for industry-education integration, while the emergence of new legal demands arising from the development of smart oceans sets higher standards for the compound competencies of talent. Current challenges in master of laws programs, such as outdated curriculum systems, disconnected practical teaching, and a lack of diversity in faculty composition, have led to an imbalance between talent supply and industrial demand. To address this, a novel “dual-track” cultivation model is proposed, characterized by “demand orientation as the driver, compound competencies as the core, and industry-education integration as the pathway”. This model reshapes the cultivation positioning and knowledge system to align with national strategic needs through demand orientation; leverages artificial intelligence technology as a modern tool to enhance the development of compound competencies in master’s law students; and optimizes the faculty team from the perspective of industry-education integration. Ultimately, it aims to achieve systemic innovation in the cultivation of master of laws students, providing high-quality legal talent to support the maritime power strategy.
