摘  要

建设海洋强国,需要科教先行。构建海洋文化教育体系、推动海洋文化教育发展和培养海洋建设人才,是建设现代化海洋强国、形成海洋竞争优势的必由之路。在海洋强国战略和科教兴国战略目标指引下,推进海洋文化教育是建设海洋强国的重要依托,是提升国家文化软实力的必然要求,也是培育国民海洋意识的现实需要。推动海洋文化教育,要将优秀海洋文化教育纳入国民教育体系,形成“家庭-学校-社会”海洋文化教育一体化格局,重视海洋领域科研成果,以凝聚国民海洋共识,提高整体海洋素养,推动海洋事业长远发展。

The Innovation of Marine Cultural and Educational Systems Driven by the Dual-Strategy Framework

Abstract: To establish a maritime power, we must prioritize scientific development and educational excellence. Developing a comprehensive marine culture framework, advancing maritime education systems, and cultivating skilled maritime professionals forms the essential path toward building a modern maritime nation and securing competitive marine advantages. Guided by the maritime power strategy and the national revitalization initiative through science and education, enhancing marine cultural education serves three critical purposes: it provides fundamental support for maritime power development, fulfills strategic requirements for strengthening cultural soft power, and addresses practical needs for fostering national maritime consciousness. To effectively promote marine education, we should systematically integrate quality maritime cultural education into national curricula, establish a unified family-school-community educational framework, and prioritize scientific advancements in marine research.
